FarlandsTweaks 1.3 - Stellara Compat1

Target:
- Minecraft 1.20.1
- Forge 47.4.x
- Stellara 0.1

What this patch does:
1. Client reload bridge
Stellara 0.1 registers SkyboxDataReloadListener through AddReloadListenerEvent, which is
server-data oriented. FarlandsTweaks additionally registers the same listener through
   RegisterClientReloadListenersEvent when Stellara is installed.

2. Client asset mirror
Stellara's original data/stellara/skyboxes/*.json files are mirrored as
assets/stellara/skyboxes/*.json so the client reload listener can load the stock skyboxes.

3. Modded-biome extension
Additional low-priority entries are supplied in both:
     assets/farlandstweaks/skyboxes/
     data/farlandstweaks/skyboxes/
They use Stellara's native 'biome_tags' support.

Mappings:
- aquatic: minecraft:is_ocean, minecraft:is_river, minecraft:is_beach, forge:is_water, c:is_aquatic
- forest: minecraft:is_forest, minecraft:is_taiga, forge:is_coniferous, c:is_forest, c:is_taiga
- frozen: forge:is_snowy, c:is_snowy
- desert: forge:is_desert, minecraft:is_badlands, minecraft:is_savanna, c:is_desert, c:is_badlands, c:is_savanna
- swamp: forge:is_swamp, c:is_swamp
- tropic: minecraft:is_jungle, c:is_jungle
- plains: forge:is_plains, c:is_plains
- mushroom: forge:is_mushroom, c:is_mushroom

All compatibility entries are limited to minecraft:overworld.
Their weights are one below Stellara's stock presets so vanilla exact matches remain preferred.

If a modded biome is not included in any of these standard/common tags, Stellara will intentionally
leave it untouched rather than guessing a visual category.
