CFS Reduced Settlement Loot 1.2 - SCARCE FOOD + POKECENTER FIX

Purpose
-------
Settlement loot should be a modest resupply, not a way to skip survival.
This version extends 1.1 by fixing Cobblemon's own village PokeCenter chest.

PokeCenter fix
--------------
Cobblemon 1.7.3's default village PokeCenter table gives:
- 1 guaranteed apricorn seed roll
- 6-12 bread / EXP Candy XS rolls
- 1-3 medical-item rolls
- 0-6 Oran berries

That was the source of very food-heavy healing-machine buildings.

CFS 1.2 changes it to:
- Apricorn seed: 20% chance
- Bread / EXP Candy: 35% chance for ONE item total
  - EXP Candy XS weight 3
  - Bread weight 1
  - Effective bread chance: ~8.75% per chest
- Medical supplies: 55% chance, 1-2 items
- Oran berry: 20% chance, exactly 1

This cuts expected free food in a PokeCenter chest by roughly 95%+ while
keeping the location thematically useful for occasional medical supplies.

Existing 1.1 settlement changes are preserved:
- Non-food village professions do not hand out easy bread/apples/wheat.
- Ordinary village houses are heavily food-limited.
- Butchers/fishers remain comparatively better food sources but are sparse.
- Farmer's Delight and Nature's Spirit settlement food is chance-gated.
- Cobblemon Extra Structures Berry/Fishing settlement chests are reduced.

Installation
------------
With OpenLoader, place this ZIP directly in:
  config/openloader/data/

REMOVE:
  CFS_Reduced_Settlement_Loot_1.1_SCARCE_FOOD.zip

Use only this 1.2 version.

Important
---------
Loot is generated when a loot-table chest is first opened. Already-opened
chests will not change. For testing, use a newly generated village/PokeCenter
and open a chest that has never been opened before.
