World Dimension Loader - Changelog

1.4.0
- New/pristine Dimensions with reset_on_empty=false use the fixed physical Dimension ID wdl:<id>.
- Reset-disabled new runtime storage uses dimensions/wdl/<id>/ without a timestamp generation folder.
- Reset-enabled Dimensions retain the 1.3.0 timestamp Generation Rotation architecture.
- Changing reset_on_empty from false to true keeps the current fixed generation until the first actual Reset rotates to timestamp.
- Existing timestamp current generations are preserved when Reset is disabled; no automatic reverse migration occurs.
- No in-place timestamp-to-fixed-ID migration command is provided.
- Missing exact lifecycle authority with ambiguous physical candidates fails closed without guessing, moving, or deleting data.
- Startup GC does not delete candidates whose current/retired status cannot be proven.
- Reset destructive/recovery authority is protected from later Config cancellation; malformed/conflicting authority fails closed.
- Reset diagnostics now distinguish routine non-terminal waiting (`WDL RESET DEFERRED` INFO) from terminal fail-closed safety stops (`WDL RESET BLOCKED` ERROR), with operation/phase-aware deduplication to prevent INFO log storms.
- No new Config keys or default-value changes.
- Updated generated Config comments and JA/EN public documentation for 1.4.0 identity, upgrade, recovery, and optional VS/DH behavior.
