Version 2.0 - WIP
* Configuration core completely rewritten.
* Now based on an abritrary number of 'rules' than can be configured in any
  way desired. It is even possible to take multiple actions when a sheep is
  broken.

  If an event doesn't match the rule, it falls through to the next rule and
  tries that one.

  This can be overriden in two ways: setting a rule to not stop the
  processing if it matches, or setting a rule to ALWAYS process regardless.
* Synchronization between multiple people in the group running Shepherd.
  Only one person in a group will spam any any given 'channel' (/say, /yell,
  /party and /raid all count as one channel). If the person who originally
  placed the crowed control is running Shepherd, he gets priority, otherwise
  it's a random roll for who gets to spam.

  It also won't send whispers to other people running Shepherd, on the
  assumption that they have the default info rule enabled and know about it
  anyway.
* Support for localization
* Can send messages to any chat frame, not just the default one. This also
  includes the UI error frame
* Try out this fancy newfangled Ace3 thing ;)
* Lots of other stuff I'm forgetting and will add to this before release :P

Version 1.6 - 04/21/2008
* Fix the "active" checkbox which was not being honored
* Add a None channel

Version 1.5 - 04/07/2008
* Event handlers almost completely rewritten to use WoW 2.4 combat log
* Multiple targets with identical names are no longer a problem, GUID is used
  for tracking
* Localized versions of WoW should hopefully at least work now, Spell ID is
  used everywhere instead of spell name (config screens are not localized
  however)
* Spell IDs should also solve the turtle/pig problem for other players
* Better combat log filtering means you won't get spurious messages when an
  NPC breaks your CC

Version 1.4 - 01/28/2008
* First public release
